Note:
People have been working on making ISTA/D and ISTA/P live on the same VMWare instance, but it still requires an ICOM unit (or an ICOM emulator) in order to work, ISTA/P by itself can be made to work with an OPS/OPPS head but to my knowledge noone has been able to make ISTA/D work with anything other than an ICOM unit at the moment.
Also another issue with having just a VM with ISTA/P, it still requires you to connect to the mother ISIS software in order to load updates, all updating is handled via the ISIS software services. People are working on (no sure of the status) a utility to update the ISTA/P software without having to reattach to the main ISIS server.
The ISTA software is a vast leap in technology/complexity over DIS/Progman with a ton of interconnecting pieces across several systems.
