The gunmen fired from a car on Jan. 1, 2008, killing John Granville, a 33-year-old Buffalo native, and his driver, the News said.
Members of Granville's family told the newspaper they rejected the offer of blood money. It's legal in Sudan to offer families of victims money in exchange for setting defendants free.

Law enforcement officials told the News Granville was targeted solely because he was American.
