"He put service before self, which is a mark of heroism. We resolve, I resolve, to pursue swift justice for those responsible for his death," Napolitano, who brought Terry's family a personal note from President Barack Obama, said at Terry's funeral.
U.S. Customs and Border Protection Commissioner Alan Bersin said Mexican authorities and the FBI are cooperating to catch all of those involved in Terry's slaying.
"They can run, but they can't hide," said Bersin.
