MOSCOW , July 20 (Xinhuanet) -- A Russian airplane delivered humanitarian aid to Palestinians on Tuesday amid a political and security crisis in the Gaza Strip, the Itar-Tass news agency reported. The Il-76 plane of the Russian Emergency Situations Ministry , loaded with 14.8 tons of medicines and medical equipment , arrived in Amman , capital of Jordan , Tuesday morning and the cargoes had been handed over to Palestinian representatives , the ministry's spokeswoman Marina Ryklina said. The aid came after a state of emergency was declared in the Gaza Strip over the weekend following a series of kidnappings of Palestinian officials and the immediate resignation of two top Palestinian security chiefs. Palestinian leader Yasser Arafat has annulled the appointment of his nephew from commanding security forces in Gaza , two days after the controversial appointment sparked chaos in the area. Russia is a member of the international quartet on the Middle East along with the United Nations , the European Union and the United States , which jointly initiated the "road map" peace plan aimed at ending the Israeli-Palestinian conflict and creating a Palestinian state.
