BEIJING, Feb. 16 -- Dubai's police chief says arrest warrants will be issued soon for 11 Europeans identified by police and suspected of killing a top Hamas commander. He says Israeli involvement is not ruled out. Last month, Hamas military official Mahmoud al-Mabhouh was found dead in a luxury hotel in Dubai.
