Analysts anticipate limited progress out of India, Pakistan talks
NEW DELHI, July 15 (Xinhua) -- Nuclear arch-rivals India and Pakistan Thursday opened their Foreign Minister-level talks in Islamabad, nearly two years after the composite dialogue between the two neighboring nations was derailed by Mumbai terror attacks which claimed the lives of over 170 people. Though Indian External Affairs Minister S.M. In fact, India had claimed on the eve of the talks Wednesday that Pakistan's Inter-Services Intelligence agency controlled and coordinated the Mumbai attacks. Indian Home Secretary G.K. Pillai told local newspaper The Indian Express newspaper that Inter-service Intelligence (ISI)'s role came out in the open from the interrogation of U.S. citizen David Coleman Headley, who had pleaded guilty in March for planning the attacks, by the FBI and subsequently by Indian intelligence agencies. India has argued that Headley's confession provides particularly damning evidence of LeT's involvement in the terror strike and further reason for Pakistan to take action on the perpetrators of the Mumbai attack. "Pakistan has denied that its intelligence agency was involved. Now, any claim or evidence provided to Islamabad in this regard will be as usual denied by the Pakistan. So, even after India handed over seven dossiers containing evidence against the Mumbai attackers, Islamabad is yet to take any concrete action. "The Foreign Minister-level talks will head nowhere. India will provide all evidence and Pakistan will deny or reject them and then say 'it will probe'. Unless Islamabad shows some seriousness, no talks will help. The dialogue will collapse again,"said political scientist Professor S.K. Gupta.
