An official with the state's work safety administration told Xinhua the Gaomendong Coal Mine had been operating illegally at the time of the flooding. The mine owner has been detained.
The official said the mine owner did not report the accident until two hours after it occurred.

Monday's accident was the third coal mine accident in Henan in less than three weeks. Two people died and 19 are missing after an Oct. 30 flooding of the Mazhuang mine in Jiyuan City. Four government officials were fired because of the incident, Xinhua said.
Three miners died Thursday in a coal mine collapse in the Yiyang district of the province.
